| 摘 要： | 分析比较了三峡库区最大淹没受损县开县移民搬迁的三个宏观方案;提出了从补偿安置转移到开发性移民,向经济、社会与环境持续发展的思路;建议在小江筑堤造湖、化害为利、调整产业结构、优化库区环境、促进经济繁荣,把开县建成持续发展移民的示范区。

| Abstract: | The paper first of all compares the three macro -projects of the migration and movement of Kai county which receives the heaviest loss, proposes ideas of successive development of economy, society and environment for the purpose of compensating migrants transference and settlement exploitation. It also suggests to build dikes to form lakes along small rivers, to adjust industrial structures, and to perfect the environment of the reservoir area so as to advance the prosperity of the economy of Kai county, being a model of migration. |
