论新生代农民工的文化权益保障

保障新生代农民工文化权益，加强新生代农民工文化工作，建设新生代农民工精神家园，是实现新生代农民工城市融入的基本途径。目前，新生代农民工缺少基本的文化设备和文化活动场所，生活较封闭，文化活动范围较小，业余生活单调枯燥，文化活动内容比较单一，文化消费水平较低，开展户外文化活动的时间较少，文化生活的满意度不高。为了保障新生代农民工文化权益，常住地政府应该成为责任主体，城市社区成为主要平台，用工企业承担起自身的社会责任，各级政府部门、用工企业和其他社会组织要注重满足新生代农民工特殊群体的精神文化需求，为新生代农民工的文化权益提供强有力的工作保障。

Protection of the cultural rights and interests of the migrant employees of the new generation,reinforcement of their cultural rights and interest,and the construction of the spiritual home for them may provide access to the city life for these migrant workers.At present,the migrant workers are confronted with problems like lack of basic facilities and places for cultural activities,relatively sealed up and boring life,and lower satisfaction of cultural life due to simple cultural activities and inadequate time and consumption of cultural activities,including outdoor activities.In order to protect the migrant workers’ cultural rights and interests,the local governments should bear the main responsibility,the communities should establish the main platform,and the enterprises should undertake their social accountability.Departments of the local governments at all levels,employing enterprises and other organizations should pay attention to the spiritual and cultural needs of the migrant employees,and provide a strong protection of their cultural rights and interests.
