| 摘 要： | 反腐有效性是重要的实践和理论问题。制度反腐在实践中无疑处于基础地位,但其前提性问题的追问和解决,却是其基础地位确立的理论支撑。在此基础上才可能深入展开反腐有效性的讨论。基于反腐有效性的提高,一方面,可以吸收运动反腐、权力反腐的合理因素;另一方面,可以进一步完善制度体系,注意发挥法律制度、无形制度和制度执行的作用。

| Abstract: | Anti - corruption is a big issue of practice and theory. Undoubtedly anti - corruption in the system is in a basic position, but examining minutely and solving are theoretical support. As to the validity of anti -corruption, on one hand, some rational anti - corruption factors in movement and power can be absorbed, on the other, system can be improved further to give full play to law, immaterial system and system execution. |
