| 摘 要： | 义务教育属于纯公共产品的范畴,应该由政府保障实施。长期以来我国农村义务教育由于历史、地域及经费投入机制等方面因素的影响,农村与城市的义务教育发展水平存在较大的差距,"以县为主"的农村义务教育投入体制的弊端也日益凸显。本文旨在结合实地调查分析霍邱县农村义务教育的投入现状的基础上提出促进中部欠发达地区农村义务教育发展的建议与对策。

| Abstract: | Compulsory education is pure public goods,whose implementation should be guaranteed by the government.Rural compulsory education in China has long been impacted by historical,geographical and funding factors,there is a big gap in compulsory education development between rural and urban areas.County-based investment system has increasingly obvious shortcomings.This paper aims at presenting proposals and countermeasures for rural compulsory education in underdeveloped areas in central China based on the survey of investment in rural compulsory education in Huoqiu County. |
