| 摘 要： | 党内民主是实现人民民主建设的前提和基础，也是社会主义建设的健康发展的保证。党内民主建设应体现在：认识层面、实践层面和制度层面上。推进党内民主的内在动力是党内民主意识加强，而落实党内民主实践要求是尊重党员主体地位，实现党内民主客观保证是创新党建机制。深刻认识这几个方面，是以党内民主推进人民民主的重要保障。
