农民福利主体的结构转型与福利治理可能

在我国农民福利领域,工业化、城市化所引致的社会转型不仅使农民的需求发生了根本变化,更使既有的福利主体经历了结构转型,进而加剧了滞后的农民福利体制的改革难度。从福利主体看,进入21世纪以来国家在农民福利的供给上表现出显著的职能回归,但因受制于既定的功能限度,国家不可能一肩挑起农民福利的治理责任,而以家庭为基础的土地福利功能亦呈现式微趋势。因此,在社会转型期,全面而理性地把握农民福利的本质问题,并致力于探寻传统福利主体之外的力量组合就成为农民福利治理的重要议程。
