| 摘 要： | 实现经济发展和维护社会政治稳定，是现阶段民族地区面临的两大课题,也是我国民族政策的两大基本目标。从经济学角度看，民族地区的发展与稳定的关系问题，在很大程度上是一个资源如何合理配置在这两大用途上的问题。短期看，发展与稳定既有冲突又可兼顾；长期看，发展才是硬道理，加快经济发展是加强民族团结、维护民族地区社会稳定的根本途径。那种在民族工作中急于求成或单纯求稳的作法，既无助于民族地区发展,又无助于民族地区稳定。

| Abstract: | As two big issues in minorities areas and two basic targets of policy towards nationalities of China,The relationship between development and stability is how to distribute resources rationally.Although they contradict and complement,the development is more important,and economic development is the only way to guarantee national unity and stability in minorities areas .Going to either extreme does harm to both development and stability in minorities areas.
