不论网络媒介发展到何种地步，也无论是超越论者还是实证论者，网络媒介终究只是一种工具，潜伏于其背后的决定因素不外乎是经济权力与政治权力，以及民族国家的哲学习惯及文化治力。不要太过迷信网络的“自由”与“民主”，也许，网络技术的终极发展及其终极结果很可能就是人类“末日”的真正原因与“映像”。国家或地区历史与文化语境中的网络传播，其实都是一种相对规定下的“自我延伸”与“社会演化”过程。这一规定也必然地限制了网络传播的各种形式与意义。网络媒介对于一般传播的意义，主要有四：时间、空间、数量、意层，亦即：即时、虚拟世界、巨量、意维。网络文化是一种工具文化、技术文化，抑或媒介文化而已。网络技术将进一步推进中国政治民主化进程与社会“转型”，并将更多的世界文化图景展示于中国一般公众面前。
