| 摘 要： | 江苏三年来省直管县财政体制改革的实践表明,改革取得了"扩权强县"的初步效果,但财政省直管县体制与行政市管县体制之间体制性摩擦造成一些新的矛盾与问题。从发展型、建设型政府向服务型政府转变,是政治体制改革的一个目标,也是彻底解决上述两种制度摩擦的根本。

| Abstract: | The practice of direct provincial supervision of county(city) finance reform in the past three years in Jiangsu has proved the effect of expanding and strengthening counties' power.Frictions between different management systems,however,have brought about some new contradictions and problems.A goal of political reform is to transform the economy-oriented government to service-oriented government.This is also the fundamental solution to those frictions. |
