| 摘 要： | 单位热量的煤炭经燃烧所引起的二氧化碳排放量远远高于石油和天然气,因此二氧化碳排放水平在很大程度上取决于能源结构,而中国能源结构的典型特征正是"富煤、贫油、少气".要破解能源结构约束,就必须依靠技术创新.虽然中国在整体上仍处于技术进步阶段,但技术进步速度太慢,在数量和质量两个维度均面临着低碳技术困境.对于中国低碳技术困境的形成原因,本文从资源要素价格、政府科技投入、科技税收优惠和政府采购制度四个方面进行深入探讨,在此基础上提出破解中国低碳技术困境的政策建议.

| Abstract: | China's transformation to low carbon economy is facing a severe technological plight.Based on the comparative study on the low carbon technologies,this paper analysis the two dimensions of China's low carbon technology plight.For China,the plight of low carbon technology is due to the resource price,fiscal investment,tax,government purchase.Based on this analysis,this paper proposes the countermeasures to break the plight of China's low carbon technology plight. |
