非传统安全视角下的中美关系:--以石油问题为例的分析

非传统安全在国际社会中受到了越来越多的重视,其中现阶段讨论最多的就是石油(能源)问题。作为中美关系议程中的重要内容,石油(能源)问题展现出更多的政治意味,孕育着中美之间更多的摩擦和必要的合作。在石油(能源)博弈中,美国充当设题方,中国基本处于被动应付的地位。石油(能源)问题折射出非传统安全与传统安全议题相互交织困扰着中美关系的良性发展。传统安全范式下的政治考量和两国对非传统安全的认知差异,共同制约着两国在非传统安全领域内的合作与对话。因此,非传统安全对中美关系的推进与改善作用是有限的,它的凸现预示着中美间更多的挑战和更大的复杂性。

Sino-American Relations from the Visual Angle of Non-Traditional Security: the Case of Oil

Non-traditional security is being taken more and more seriously by the international society, the most of which discussed is oil (energy). As an important content in Sino-American agendas, the issue of oil is revealing more political meaning, and is being pregnant with more frictions and necessary cooperation. In the game of oil, America acts as the designer and China is basically in the position to response passively. The oil reflects that excellent development of Sino-American relations is being puzzled by the intersection of between non-traditional security and traditional security. The political counting in the pattern of traditional security and the cognitive deference in non-traditional security are jointly restricting the cooperation and dialogue between the two countries in the non-traditional security area. Therefore, limited is the role played by non-traditional security in promoting and improving Sino-American relations and its protrusion is foreseeing more challenges and bigger complexity in Sino-American relations.
