试论高校行政管理与学术管理关系的有效协调

高等学校的内部管理既包含学术管理性质，又具有行政管理性质。当前，我国许多高校还无法真正摆正二者之间的关系，在管理过程中经常性地出现“混淆不清”、“本末倒置”、“权力泛化”等现象。在新时期，高校行政管理和学术管理关系有必要进行协调。对二者关系进行有效协调的途径主要应从转变观念、健全学术管理机制及优化行政管理机制等三方面入手。

A Tentative Discussion on Effective Coordination between the Relationship of Administrative and Academic Managements at the Tertiary Institutions

The internal management at the tertiary institutions is characterized by academic management and administrative management. At present, many tertiary institutions in China can＇t really adjust the relationship between them. The phenomena of ＂confusion＂ , ＂put the cart before the horse＂ and ＂the extensive abuse of right＂ exist in one way or another at the tertiary institutions. In the new era, it is necessary to rationally coordinate the relationship between administrative management and academic management at the tertiary institutions. The effective ways to coordinate these two managements should start with the following three points： to change the concept, to establish sound academic management mechanism and to optimize administrative management mechanism.
