2013年1月23日,澳大利亚总理吉拉德公布了国家第一份安全战略报告——《强大与安全:澳大利亚国家安全战略》(以下简称《战略》)。《战略》是在澳大利亚在全面、客观地辨识当今时代特征,正视国家战略安全环境发生的深刻变化的基础上提出的。《战略》清晰地阐释了新时期澳大利亚的安全战略构想与目标,并以此为基础提出实现目标的手段以及未来五年澳大利亚的战略重心。文章通过对《战略》出台的影响因素以及内容的解读,分析新时期澳大利亚国家安全战略的"变"与"不变"。

The Analysis of Strong and Secure：Australia’s National Security Strategy

The Australia’s Premier Gillard promulgated the first Australia’s National Security Strategy -Strong and Secure： A Strategy for Australia’s National Security in January 23, 2013. The Report comprehensively and objectively identifies the characteristics of the contemporary era, and the Report can recognize that the environment of the national strategic security has profoundly changed. On the base of the fact, the government promulgated the Report. The Report clearly illustrates the vision and the goals of the Australias strategic security and then the Report proposes eight pillars of the Australias national security to achieve the goals. At last, the Report also points the Australias national security focus for the years ahead. This article mainly analyzes the Change and consent of Australias national security through interpreting the factors and the content of the Report.
