| 摘 要： | 现代意义上的行政问责制在我国刚刚起步。完善行政问责制,首先必须重视行政问责文化建设,与此同时,还必须在加强行政问责制配套制度建设的基础上,用法律形式保障以异体问责为关键、以全程提醒和全面问责为主要内容的积极的行政问责制。
