| 摘 要： | 执政能力建设是我们党面临的一个现实的重大问题。在党的执政能力建设过程中,要以党的制度建设为重点,推进包括党的领导体制、党内民主集中制度在内的制度创新,只有这样,才能从根本上保障党的执政能力的提高。

| Abstract: | content abstract: The ruling ability construction is a realistic major issue which our Party faces.In the process of Party's ruling ability construction,we must take Party's system construction as the key point,advances the system innovation including the Party leader's system,Party's work mechanism,Party's authority surveillance system,the democracy within the Party centralism system,only in this way,can we fundamentally safeguard the ruling ability enhancement of the Party. |
