进入21世纪后欧盟加强了其在防止大规模杀伤性武器扩散领域的活动,2003年欧盟通过的欧盟反扩散《行动计划》、《欧洲安全战略》和《欧盟反扩散战略》,更是标志着欧盟在防止大规模杀伤性武器扩散问题上的新进展。欧盟对大规模杀伤性武器的扩散有自己的认识和原则立场,其采取的措施也有自己的特点。欧盟反扩散活动对国际防扩散活动有积极的意义,但其局限性也同样明显。

An Analysis of the EU Strategy and Measures against the Proliferation of WMD

The EU has strengthened its activities in the area of non-proliferation of Weapons of Mass Destruction in the new Century,and the publication of the three strategic documents,ie.,the Action Plan,the European Security Strategy,and the European Union Strategy Against Proliferation of Weapons of Mass Destruction in 2003 marked the new developments of the EU's activities in this area.The strategy and measures the EU takes against the proliferation of WMD have positive contributions to the project of international anti-proliferation,but the limitation of its approach is also evident.
