信息技术与民主政治

随着信息时代的到来 ,网络与政治的关系逐渐被人们所认识 ,并成为学术界关注的热点之一 ,但大多数学者对信息与民主政治的关系却论述不多 ,特别是对信息与民主政治的发展及其关系涉及不多。不只是在信息时代信息的占有程度、传播方式、整合利用特点对民主政治有较大影响 ,实际上 ,信息与整个人类的政治生活一直是密切相关的 ,人类早期专制政治的产生就与统治者对信息的垄断直接相关 ,随着信息收集、占有、发布、传播方式的逐步开放 ,民主政治也逐渐发展。当然 ,任何技术都是双刃剑 ,网络时代信息化的飞速发展也给现代国家的政治生活带来了新的挑战

Information Technology and Democratic Politics

The relationship between the Net and politics is gradually recognized and becoming the focus of academic fields,along with the coming of information age.The relationship between information and democratic politics,especially its development,has hardly any been discussed by most scholars in our country.The article holds that it is not only in information age that information possession,the ways of information spread,the characteristics of information conformity and information application have great effect on democratic politics,in fact,information has close links to human political life.The occurrence of early despotism in human history related directly to the ruler's monopoly of information.Democractic politics advances with the gradual release of the ways of information collection,possession,issue and spread.However,any technology is two-sided sword.New challenges have been brought into political life of modern country with the rapid development of informationlization in information age.
