史弥远对金政策及其与理学关系之检讨——以嘉定筑城运动为中心的考察

史弥远当权时期，虽将主和作为对金政策基调，但面对金朝日益严峻的威胁，于嘉定年间在沿边地区掀起了一场大规模兴筑边城运动，不少理学中人也投身其中。由于流传下来的史料多为理学中人撰写，在记载此事上存在着很大的偏向性，易于让人误会这一运动乃理学中人推动下的产物，且以理学中人为主体。筑城运动的产生，一方面可以表明史弥远的对金政策并非单纯“因循苟且”所能涵盖；另一方面也表明史弥远与理学中人在诸多分歧背后也有着相互合作的一面，双方并非单纯的对立与斗争。

A Review of Shi Miyuans Foreign Policy and Its Relationship with Neo- confucianism as Centered on the Fortification Movement in Jiading CityLI Chao

Although peace was the keynote of foreign policy of Southern Song Dynasty when Shi Miyuan served as the prime minister, a large-scale movement to build frontier cities was launched in the border areas during the Jiading period in the face of the increasingly severe threats from the Jin Dynasty and Mongolia. Many neo-confucianists also ac tively participated in it. Since most of the historical materials handed down were written by neo- confucianists, there was a great bias in recording, and it was easy to mislead people into believing that this movement was a product promoted and dominated by neo- confucianists. The emergence of the fortification movement, on the one hand, can show that Shi Miyuan’s foreign policy cannot be covered simply by “following the rules”; on the other hand, it also shows that behind many differences between Shi Miyuan a nd neo-confucianists, there is also mutual cooperation. It is not a mere confrontation and struggle.
