论桥头堡建设的法制保障

桥头堡建设作为我省的重大战略决策,它的实施涉及国家权力的配置,行政权、司法权的运用以及相互关系。在我国宪法及行政法等现有制度框架下对我省桥头堡建设战略的实施进行法制设计,运用长期以来宪法、法律在我省多民族地区实践的理论及成功经验,提出一个具体的法制保障的方案,包括立法方案、执法方案和司法方案并对其进行论证,是我省目前亟待解决的问题。

On the Legal Safeguard of the Bridgehead Construction

As the significant strategic tactic of our province, the bridgehead construction＇s implementation is related with the al location of state power, the application of executive power and judicial power, and mutual relations. It is the problem to be solved urgently at present to design the legal system of bridgehead construction＇s implementation in the existing system framework of our constitution and administrative law and to propose a detailed scheme of legal safeguard and prove it. The practice will in clude the legislative scheme, law enforcement scheme and judicial scheme, on the basis of the theory and successful experience which the constitution and law have practiced in multi ethnic region of our province for a long time.
