从公共政策角度审视独生子女父母奖励金制度--以江苏省为例

独生子女父母奖励金政策是计划生育奖励政策中一项持续时间最长的社会公共政策,但随着人口的增长,经济的发展,该政策作用的环境、对象及范围发生了很大变化,政策兑现的难度也越来越大,政策的激励作用严重减弱。调整的思路是:提高奖励金最低标准、建立一次性发放制度并由财政统一发放,或者逐步取消独生子女父母奖励金。

On the Incentive Mechanism to Reward Families with Only One Child by Viewpoint of Public Policy:A Case Study of Jiangsu Province

In the FP rewarding policies, bonus given to families with only one child is the one which has been carried out for the longest time. But along with the population growth, the economical development, and the great changes in the policy's functioning environment, object and scope, the fulfillment is more and more difficult, the incentive function seriously weakened. The solutions are: to raise the minimum standard of rewarding, to deliver money rationally by the financial department, or to cancel the reward gradually.
