和谐社会视角下法治政府建设路径探析

建设法治政府是实现依法治国、构建社会主义和谐社会的必然要求。建设法治政府的前提是树立法治理念,必须摒弃人治思想、树立法律信仰、强化程序意识;建设法治政府的基础是加强法律制度建设,必须明确政府职能定位、提高立法质量、严格执行《行政许可法》;建设法治政府的关键是严格行政执法,必须端正行政执法观念、转变行政执法职能、改革行政执法体制、完善行政执法责任追究制;建设法治政府的保障是完善监督机制,必须加强和完善民主监督、社会监督、内部监督和专门监督。

The key of legal government construction is strengthening administrative law enforcement, purifying the view of administrative law enforcement, changing the function of the administrative law enforcement, reforming the administrative law enforcement system, and perfecting the administrative law enforcement responsibility investigating system. The guarantee of legal government construction is perfecting supervision mechanism including strengthening and improving democratic supervision, social supervision and internal supervision and special supervision.
