| 摘 要： | 作者认为,政府采购中存在着大量的寻租现象,它给社会经济的发展带来了极大危害。政府采购的采购方一般是以公有产权代理人身份来行使职权的,他们的权力范围十分广泛但却缺乏有效的法律制约,因此导致了寻租的泛滥。我们应该通过权力制衡、建立明确的责任机制、建立监督机制以及国际合作等措施来控制寻租。

| Abstract: | There exists a lot of rent-seeking phenomenon in government procurement areas, which has brought serious side effects to society. The procurers always carry out their duties as the representative of public property. Because of procurers' far-reaching power and the lack of laws, rent-seeking activities emerge and spread in societies. Accordingly, we should regulate rent-seeking activities by means of power regulation, establishment of specific responsibility system and the cooperation of countries. |
