| 摘 要： | 经济运行的微观制度环境能够束缚或释放出企业发展潜力。在导致地方经济发展落后的众多原因中,制度环境建设落后有时可能是根本性的。欠发达地区要实现区域经济崛起,技术创新固然重要,但制度环境才是目前的关键,要把企业发展微观制度环境优化作为实现长期经济发展的持续动力。

| Abstract: | Micro-institutional circumstances can impede or promote enterprise development in the process of economic development. Among many factors which cause a regional economy to be underdeveloped, the lag of institutional construction may be most essential. As for the economy takeoff of the underdeveloped regions, institutional construction is the key point prior to technological innovation. We should take the optimization of micro-institutional circumstances for enterprise development as the first and long-run drive of the economic development. |
