| Abstract: | One of the key problem in ensuring a sustained and healthy development of national economy is how to bring into play,better and faster,the benefits of capital in the hands of residents. The fundamental solution to this problem lies in the innovation of system, which entails a good job to be done in such aspects as mentality change, channel dredging and policy guarantee. With all this done, the wealth-producing capital in the hands of residents will flow out rapidly and fully, playing a greater role in the development of national economy. |
