| 摘 要： | 取消农业税,对减轻农民负担,提高农业竞争力等具有重要意义。但由于农业税在新疆财政中的比重较大,取消农业税将使基层政权财力不足问题较为突出。该文以新疆奇台县财政为研究对象,客观地分析了取消农业税对财政收入、财政体制、乡村债务等的影响,认为解决这些困难应寻求更多的转移支付,完善财政管理制度,推进政府机构改革,提高财政的自我造血能力。

| Abstract: | It is very significant that the abolition of agricultural tax reduces the burden on farmers and enhances agricultural competitiveness. However, agricultural taxes hold very big proportion in finance in Xinjiang, the insufficient financial issue will be brought about if they are abolished. This article has analyzed objectively the cancellation of agricultural tax to the financial revenue, the financial system, the village debt and so on. The paper, taking Qitai County finance as the research object,holds that we should solve these difficulties,seek more shifts payment,perfect financial control way, advance government reform, enhance their own financial blood ability. |
