| 摘 要： | 养老保险是我国社会保障制度的重要组成部分,健全和完善养老保险制度是全面建设小康社会的根本要求。但我国养老保险制度存在很多缺陷,如国家和企业负担过重,基金支付压力增大,运作不利。为此,必须坚持“低水平、广覆盖、多层次”的基本方针,坚持“公平与效率相结合”、“权利与义务相统一”等原则,建立切实可行的多层次养老保险机制,强化基金管理和投资运营,大力发展补充养老保险,尽快实行养老保险的社会化。
