当前土地制度创新的机制

意识形态和人地关系紧张而导致的土地的福利性共同作用促成了家庭承包经营制的制度安排。二十多年来家庭承包经营制制度创新呈收敛型蛛网波动且具有长期性。目前要重视土地福利性功能的发挥。实现土地资本化的前提条件是积极推进农村城市化 ,建立现有农村福利制度替代机制 ,逐步建立覆盖农村的社会保障体系。
