论20世纪30年代南京国民政府县政改革

20世纪30年代，南京国民政府县权力主体不明，行政不统一，自治政策不切实际，导致国民政府县政无为、无力、无效乃至失败。国民党第二次内政会议决定对县政制和政纲进行改革。通过改革，国民政府初步建立起权力主体明确、组织充实有效、行政统一、政策适宜的县政。
