| 摘 要： | 我国央行的公开市场操作 ,一开始就是建立在尚不发达和健全的债券市场的基础之上 ,可以说是为解决央行因计划调控政策效力弱化而采取的措施。因此 ,我国的公开市场业务带有明显的经济转轨时期的特征 ,从而表现出原有的制度性刚性约束。要进一步发展公开市场业务 ,就必须根除这些制约因素

| Abstract: | The open market operations of our central bank, from the very beginning, are based on the underdeveloped and immature market of securities, and are to some extent the remedy for the malfunction of the central bank in planned economy policies. The author points out that the open market operations are limited by many institutional deficiencies which should be eliminated to further develop the open market operations. |
