联合国与国际环境治理

2007年4月联合国安理会在其历史上首次讨论了一个重大的环境问题:气候变化。联合国与国际环境治理的关系再度引起人们的广泛关注。本文在简要介绍联合国进行国际环境治理的主要机构之后,运用罗伯特.基欧汉等人提出的"3Cs"分析框架,对联合国在国际环境治理中的作用进行了系统分析,强调在聚焦环境问题提高各国对环境问题的关注程度方面,在促进国际环境谈判方面,在提高国家履行国际环境条约的能力方面,联合国的核心作用是其他国际组织难以取代的。但要扭转全球环境持续恶化的趋势,联合国任重道远,必须进行重大改革。

The United Nations and International Environmental Management

For the first time in the history of UN Security Council, climate change was discussed in April 2007. At the meeting, intense disputes came up and once again, the relationship between the United Nations and international environmental management became the attention of the public. After briefly introducing the agencies of UN environmental management, this article uses the "3Cs" advanced by Robert Keohane and others as the framework to systematically analyse the role of the UN in international environmental management. The article emphasizes that in terms of enhancing the concern over environment among states, of international negotiations on environment, of improving the capability of states in implementing international environmental treaties, the core role of the United States cannot be replaced.
