| 摘 要： | 老工业基地非公有制经济发展相对滞后是一个不争的事实。面对这一事实,我们必须看到问题的两个方面:一方面,在老工业基地,非公有制经济发展缓慢的主要原因在于老工业基地本身独有的体制、所有制、经济结构和思想认识环境;另一方面,非公有制经济发展缓慢的现实反过来又影响着老工业基地的经济发展。因此,在正视事实的基础上,认清环境,采取可行性对策发展非公有制经济,是振兴老工业基地的理智选择。

| Abstract: | It is an undisputable fact that the development of non-public-owned economy is comparatively lagged behind in the old industrial bases. This phenomenon is to be discussed from two aspects: on one hand, the slow development of non-public-owned economy in the old industrial bases are caused by their unique systems, ownership, economic structure and ideological environment; on the other hand, this situation in turn hinders the economic development of the old industrial bases. Therefore, it is a reasonable option to get a clear understanding to the reality and take feasible countermeasures to revitalize the old industrial bases. |
