社会支持网能有效帮助弱势群体脱离困境,化解危机。流动人口从农村来到城市,社会空间上的转变使其原来的个人社会支持网处于严重缺失状态,而在移入地的政府支援力量未及时到场时,两种资源的缺失使得流动人口犯罪现象突显。表现为,短期来京者犯罪率高、侵财性犯罪突出、团伙化犯罪倾向明显。解决流动人口犯罪问题,控制并不是唯一的办法,提高他们的生存能力是城市政府目前解决这一问题的有效途径。

The social support network refers to the network providing formal or informal monetary,emotional and friendly support,which could effectively help the weak out of trouble.Entering cities from rural areas,the immigrants are lack of support due to social space transformation,and even worse is the shortage of the government aids.These explain increasing crimes committed by floating population,such as the high rate of crime committed by Beijing new comers,prominence robberies,and the tendency of organized crimes.Therefore the solution should not be merely to enhance controlling,improving the survival capability of the floating population might be the most urgent problem the government should deal with.
