论政府守法意识的内涵

在众多的守法主体中 ,公民守法自不待言 ,政府守法则尤为关键。政府守法不仅是指遵守法律这一结果 ,而主要的是指一种守法精神、守法意识。培育政府守法意识 ,应从五个方面进行 :( 1 )树立法律至上的理念 ;( 2 )扬弃法律工具主义思想 ;( 3 )培养政府道德 ;( 4)做到守法与疑法的辩证统一 ;( 5)从消极守法观向积极守法观改变。从而使政府成为我国法治进程的重要推动力

On Connotation of Consciousness of Governments' Law-abiding

Among the many main bodies of law-abiding,law-abiding for citizens is natural but governments' law-abiding shows special significance.The law-abiding of governments not only means the result of observing the law but also a kind of spirits of law-abiding and consciousness of law-abiding.To cultivate consciousness of governments' law-abiding,we should begin from five aspects:1.establish cognition-putting laws above everything else;2.give up thought-regarding laws as just implement;3.foster government's ethics;4.observe diclectic unity of law-abiding and law-suspecting;5.transform from negative law-abiding to active law-abiding so as to make governments become important promoting power for governing the country by the rule of law.
