民营经济准入军品科研生产的障碍与制度安排

The Obstacle and the System Arrangement of Private Capital Economy Going into Military Research and Production

Allowing the private economy to go into military research and production conditionally is an effective measure to improve the market allocation of military products and to establish an industrial system of national science and technology. However, because of the concept of planned economy, the old management system and the unreasonable regulations and policies, private economy has met with a lot of limitations in entering the market of military products, which affects the competition of military products market and profit.
