| 摘 要： | 城市类型、户口"含金量"与户籍改革进展存在一定的逻辑关系,大部分城市仍然存在依"身份"甄别的福利和权益歧视.城市户籍改革必然要进行利益关系的调整,促进流动人口市民化是城市户籍改革的重要环节.户籍改革的最终目标是从"完全的控制体制"回归"登记体制",过渡期内应由"选择型制度"走向"普惠型制度".
