浅析我国农村社会养老保险制度的若干问题

由于我国农村社会养老保险严重滞后于社会经济发展，现行的农村社会养老保险存在覆盖范围小、法律效力差、运行效率低、社会效益和保障作用不明显等问题。从长远看只有建立和完善社会养老保险制度，健全养老保险措施，才能彻底解决农民“老有所养”的问题，有效维护农村社会安定。根据我国农村社会养老保险制度的立法现状及农村社会养老保险存在的若干问题，借鉴发达国家农村社会养老保险制度，侧重从立法的角度完善我国农村社会养老保险制度。

On the Problems in Chinese Social Pension Insurance System in Rural Areas

Lagging far behind the social economical development, Chinese current pension insurance system in rural areas is facing such problems as limited coverage, inadequate law effect, low efficiency and unremarkable social benefit and guaranteeing effect. In the long run, a sound social pension insurance system is the ultimate solution to adverse old-age problems of peasants. The counterpart system in developed countries can be referred to while we are dealing with those problems. A law perspective should be taken in perfecting our existing pension insurance system.
