加快组建养老服务业工会组织探析

在我国人口老龄化日益加重的社会环境下,夯实养老服务基础,重视养老服务人力资源开发,加快养老服务业发展,是党和政府以及全社会共同面临和急需解决的重大课题。而现实的情况是养老服务业发展缓慢、后劲不足、设施设备不健全、服务项目单一、服务质量差、人员缺乏、社会关注度低,护理人员的个人权益没有得到维护和保障等。因此,加快组建养老服务业工会组织既符合工会工作的新要求,又规范了劳动关系三方机制,有利于保障养老从业人员的合法权益不受侵害。在组建养老服务业工会组织中,地方各级总工会应发挥其关键作用,并通过相关措施的实施,包括对养老服务业存在问题的梳理,提高工会组建人员的认识;深入一线,加强实地调研和建会力度,完善基础保障工作;提高养老从业人员技术技能水平,营造养老服务机构企业文化氛围等,来加快推动建会工作力度,为我国养老服务业的健康稳定发展发挥重要的、积极的推动作用。

Speeding up to Form Union Pension Services Organization Analysis

Under the social environment of increasing aging population in China,there are major problems which our Party,government and the whole society facing together such as strengthening the foundation of pension services,the development of human resources for pension services,as well as accelerating development of pension services.However,the reality is that the slow development of pension services,lack development stamina,imperfect facilities,single service items,poor service quality,lack of personnel,low social attention,lack of protection about personal rights and interests of the nursing staff,etc.Therefore,for forming trade union of pension services,all-level local trade unions should play the key role,and through the implementation of the measures,including the problem of pension services,enhance the understanding of the Labour Unions,go to front lines,strengthen the field research,improve the basic security work,improve the level of old-age workers on technical skills,creating a corporate cultural atmosphere for elderly services,increasing the intensity of Trade Union construction,so as to play an active and important role for the healthy and stable development of China's pension services.
