重回后苏联空间——俄罗斯文化外交评析

近十余年来,俄罗斯的强势复苏使欧亚地区的地缘政治、经济和国际关系产生了新的变化。在以斯拉夫文化为主体的中东欧地区出现了一个新的"轮回",其特征是地缘政治和经济博弈重新开盘;重点从意识形态转换为能源经济和文化软实力;合作与斗争并行不悖,但合作成为主流。斯拉夫文化影响范围可以分成核心圈、中心圈和亚中心圈三个板块,由此对俄文化外交的形成和特点,以及实施手段进行分析,可以认为,俄罗斯从恢复俄语教育、举办俄罗斯文化年、力争世界宗教主导权和论坛外交四个方面着手,已经取得了初步成果。

Reback to the Post-Soviet Space—— Comments on the Russia’s Culture Diplomacy

For over the past decade of year,because of the Russia’s strong recovery the new changes are taking place at the geopolitical economy and International Relations in the Eurasian region.A new "circle" is going on the Central and Eastern Europe region,where the Slavic culture is basic culture for most countries of it,which characterized by re-opening geopolitical and the economic game;changing emphasis from ideological to energy-economic and cultural,to soft power;cooperation with the struggle go hand in hand,but the cooperation becomes the main politics for all of the countries.The paper divides the region of Slavic cultural influence into three blocks(three sections):core circle,central circle and sub central circle.The author analyses the formation,characteristics and the methods of the Russia’s culture diplomacy,and thinks that Russia has make some success by the four ways as well as of recovering Russian language education in the world,organizing Years of Russia’s culture,struggling for world religion leading roll and making forum diplomacy.
