北京的郊区化困境与服务业发展机遇

在郊区化进程中,北京市大多数郊区未能在就业、居住与购物休闲之间达成平衡,不仅难以疏解中心城区的压力,反而加剧了交通、住房和公共服务等方面的紧张。从动态、演化的视角看,以上困境正是北京郊区服务业发展的大好机遇。政府必须在郊区的交通、基础教育、医疗保健、治安等方面承担更多的责任,并鼓励各种产业尤其是劳动密集型的服务业在郊区的发展,而不宜轻言商业地产的过剩和调控。

The Dilemma of Suburbanization and Development Opportunity of Service Industries in Beijing

In the process of suburbanization in Beijing,most suburbs fail to make balance among employment,residence,shopping and leisure,which hardly relief the pressure of central city.On the contrary,suburbanization aggravates tension in traffic,housing and public service of the whole city.From a dynamic and evolutionary viewpoint,the dilemma above is the golden opportunity of service industries development in Beijing's suburbs.In order to make the city more harmonious,it is necessary that the role of government is transformed from correcting the market to replenishing and extending the market.The government should undertake more responsibilities on transportation,basic education and medical care,public security and so on.Moreover,the local authorities should take measures to encourage the development of various industries especially the labor-intensive service industries in the suburbs.It's inadvisable to emphasize the surplus and macro control of the business real estate.
