| 摘 要： | 地区性特别法，是指由中央根据某地区状况制定的、仅适用于该区域的特别法。清代地区性特别法主要针对重大犯罪，集中分布于京践和边疆地区，是以中央集权政治体制为核心的因事生例机制的伴生物。这些条例对因地制宜、协调中央与地方关系、保障安全发挥了积极作用，但由于立法体制和技术的缺陷，始终弊病丛生。

| Abstract: | Regional special laws are enacted by the cental government but enfareed in some particular regions. Based on the statishcs of ther quantity and distribution, the article studies the regional special laws in the sub-statutes in the Qing Dynasty, their emergene, contents, effect and political system concemed. The regional special sub-statutes, which focused on the felonies occutring near the capital and the botier regions, were the results of the centalized monarchy and specified legislation system.Those sub-statutes tha suited foral conditions were detive in coordinating the cental and local govemments and Inaintaining Pubic order, but were always disadvantageous due to some legislative problems. |
