制度理性与和谐社会的重构

和谐社会是社会结构的合理化和社会秩序的相对稳定，构建和谐社会，就是通过改革建立确保社会和谐的一整套合理的制度。这种制度特征可以称为制度理性，其要求是：立足现实，突破陈规，面向未来；个人、集体、组织与社会互惠互利，充分兼顾；注重形式和谐，更注重实质和谐；秩序稳定与社会发展相统一；允许差别、控制分化又利用差别和分化；倡导合作与鼓励竞争相结合，实现不同经济和社会区域协调发展。

Institutional Rationality and Reconstruction of Harmonious Society

Harmonious society is the rationalization of social construction and relative stability of social order. Building harmonious society is to construct by reform a set of institutions that assure that the society is harmonious. In modem meaning, as anchorperson and protector of social justice, its main duty is to construct a set of institutions that guarantee people to realize their benefit, satisfy their needs and achieve their happiness. This institutional character may be regarded as institutional rationality. Its requirement is. being based on reality, breaking through stereotypes and future-oriented; making benefit and profit each other and giving abundant consideration to individuals, collectives, organizations and all the society; laying more stress on essence than form; seeking unity between social stability and development; allowing disparity, controlling polarization and taking advantage of the disparity and polarizations combining promotion of cooperation and encouragement of competition, so as to realize coordinated development of areas with different economic and social coditions.
