| 摘 要： | 通过对征地本质、高速公路特点对政府征地的要求、高速公路征地中相关利益者关系等的分析,得出政府在高速公路征地中承担着决策者、执行者、监督者和服务者的四种角色,需要找准角色定位,担负起应有的责任的结论,进而针对当前高速公路征地中出现的征地难、建设单位征地成本高、补偿不合理等问题,提出政府应加强四个方面的责任工作.
