论政府在我国民办高等教育发展中的职能

当前,政府对民办高等教育在我国高等教育大众化中的作用给予了越来越多的关注。但与此同时,政府在民办高等教育的发展中也存在着职能不到位的方面,如没有一视同仁地对待民办高等教育和公办高等教育,没有承担其相应的财政责任,没有给民办高等教育正确定位,没有给民办高校充分的办学自主权等。这些方面严重制约着民办高等教育的健康可持续发展。本文将就这几方面进行分析并提出几点看法。

On Government's Function in the Development of Non-governmental Higher Education

At present, the government pays more and more concerns to the function in our country's mass higher education of non-governmental higher education. But meanwhile, the government has some respects with uncompleted function in the development of non-governmental higher education. It has not founded the fair and reasonable living environment, has not born its corresponding financial responsibility, has not been for non-governmental higher education to confirm the location, has not given non-governmental university abundant autonomy of running a school. These respects are restricting the health sustainable development of non-governmental higher education seriously. This paper will analyze and attempt to propose several feasible suggestions on the above aspects.
