建立现代大学制度:高校管理体制改革的目标

建立与社会主义市场经济体制相适应的现代大学制度 ,是我国高等学校内部管理体制改革的目标。现代大学制度有四层涵义 :前提是与社会主义市场经济体制相适应 ,符合高等教育规律 ;核心是面向社会 ,依法自主办学 ,实行民主管理 ;特征是学术自治 ,政校分开 ,权责分明 ,管理科学 ;关键是建立现代大学法人制度。

Establishing the System of Modern University:Goal for Reform of Management System in College and Universities

To establish the system of modern university suiting the socialist market economy is the goal of the reform of management in our colleges and universities.The system of modern university has a four fold meaning:the prerequisite being in conformity to the system of socialist market economy and the laws of higher education;the core being to face the society and running the school independently in accordance with the law;exercising democratic management;the feature being conducting academic autonomy,with school running independent of politics,but with clear responsibility and scientific management;the key being the establishment of legal person system of the achool.
