海南特区农业实现两个根本性转变的问题

海南特区农业要实现“两个根本性转变”，就要解决农业工业化过程中的几个问题：1．把农业、农村、农民的“三农”发展问题置于经济发展的重要地位上；2大力发展乡镇企业是实现“两个根本性转变”的途径；3．进一步改变农村的生产方式，提高农民的文化科技水平，加强琼台合作，发展“特”、“热”和“反季节”农业；4．工业要支持农业工业化。
