依法执政有着丰富的内容。从本质的层面而言,依法执政是要保障公民的基本权利,真正实现执政党的立党为公、执政为民的政治主张;要积极探索并完成法治国家建设的诸多历史任务。治权是依法执政的重心所在,要建立起有效的控权机制。提升执政党依法执政的主体自觉性是时代的要求。

Heighten the Subjective Consciousness of a Lawful Being-in-power

Being-in-power has its abundant content. As from the stratum of nature, lawful being-in-power is to protect the citizen's basic rights, and to truly realize for the party in power a political proposition of establishing the party for the public and being in power for the people. It is important to actively probe and to fulfil the historical tasks of establishing a state ruling by law. The right of ruling is the focus of a lawful being-in-power, therefore, it is important to set up an effective mechanism of controlling rights. It is the call of the time to heighten the subjective consciousness of the party in power in its being-in-power according to laws.
