| Abstract: | The capital problems in Chinese economic development have become significant in recent twenty years. Constitution amendments and economic system reform are trying to salve these capital shortage problems. The Market Economy must obey the laws. However, the functional value of the laws always being used to purse the local interests by the local government. |
