| 摘 要： | 自实施西部大开发以来 ,国家用于生态林业建设的资金规模是空前的 ,但在实际运用中 ,各地不同程度地存在违反财政部和国家林业局资金使用和管理有关规定的现象 ,违规资金数额十分惊人 ,严重影响了工程的质量和进度 ,在社会上造成了相当恶劣的影响。究其原因 ,主要是目前的资金管理体制存在缺陷。本文试从体制入手 ,分析问题存在的深层次原因 ,以便为资金管理改革提供新的思路

| Abstract: | Ever since the implementation of the Great Development of Western China, the scale of capital used in ecological forestry construction is unprecedented. However, in reality, there exist some practices not in agreement with the regulations laid down by the Ministry of Finance and the State Forestry Adminstration. The amount of the capital incorrectly used is astonishing, which has seriously affected the quality and progress of the project and has a very bad influence in society. Its underlying reason is that the capital management system is flawed. The paper, proceeding from the system, analyzes the underlying reasons causing the problems so as to provide a new line of thought in reforming capital management. |
