| 摘 要： | 我国中小企业信用担保实践始于20世纪90年代初，经过十几年的发展，已初具规模。信用担保机构的建立对缓解我国中小企业融资难问题起了积极作用。目前中小企业信用担保体系还不健全，存在着企业外部的经营环境风险、受保企业的风险、合作金融机构的风险、反担保方的风险、担保机构管理分散化等一系列的问题。应通过建立担保机构内部控制制度、风险识别机制、担保机构风险补偿机制等措施来推动中小企业信用担保体系进一步的发展。
