| 摘 要： | 采用计量验证的方法,以经济成长阶段论为理论依据,对我国1989~2003年的公共支出与经济增长的关系进行了实证分析,验证了罗斯托和马思格雷夫的结论:公共投资对于处在经济与社会发展早期阶段的国家进入起飞,以致进入发展的中期阶段来说是必不可少的;一旦经济达到成熟阶段,政府支出将从基础设施的支出转向不断增加的教育、保健及旨在进行福利再分配的政策性支出。

| Abstract: | This paper utilizes China's data to examine Musgrave & Rostow's law by making an empirical analysis.The conclusion is that public expenditure on investment is necessary for the developing country in the period of takeoff,while in the mature period,the public expenditure is much used on education,health care and so on. |
